Rayner’s ‘school improver’ that ‘maintains a group of schools‘ – could one be ARK?

In my paper ‘What is Labour’s policy for academies and local authorities, and what should it be?’, dated 6 February, I wrote the following:

The PLP Briefing says ‘In the longer run, we will invite academies to transfer into a new regulatory framework voluntarily but reserve the right to legislate if some refuse. We expect that all schools will be incorporated into the new framework by the end of our first term in office.’ What is this new regulatory framework? Does it mean the restoration and renewal of a local authority system of maintained schools, or something else?
